Subject: Please Accelerate CARB's Fight Against Climate Change
To: Lauren Sanchez Chair, California Air Resources Board Dear Chair Sanchez, I greatly appreciate your service to the people of California, and I appreciate the impact that the California Air Resources Board (CARB) is having in the fight against climate change. Recently, a legal petition was filed with CARB asking your agency to accelerate the fight against climate change by requiring more polluters in California to count and report the greenhouse gas (GHG) emissions they emit. Specifically, dam and reservoir owners and operators are not currently required to count and report their GHG emissions even though their emissions are estimated to be the same as other industries like shipping and aviation in California. Further, some hydropower facilities in California are estimated to cause as much GHG emissions as fossil fuel powerplants producing the same amount of electricity. Over the last few decades, over 750 peer-reviewed scientific articles have been published documenting the GHG emissions -- especially methane -- caused by dam and reservoir facilities. Because CARB and the Newsom Administration prides itself on its science-based policies and practices, especially around reporting and regulation of methane emissions, it's time for CARB to take action on this important issue. The laws and regulations under which CARB operates are designed to allow CARB to add new GHG emissions source categories to its Mandatory Reporting Requirement (MRR). I encourage you to respond to this legal petition by initiating a new rulemaking that adds dam and reservoir GHG emissions to the MRR.
